Federal Financial Aid Changes Beginning with the 2026–2027 Award Year
Federal legislation enacted in 2025 made several changes to Federal Pell Grants, Federal Direct Loans, Parent PLUS Loans, and federal student loan repayment beginning with the 2026–2027 award year.
This page summarizes the federal financial aid changes most relevant to Ventura College students. Ventura College will determine each student's eligibility in accordance with applicable federal regulations and the student's individual circumstances.
About the New Federal Law
On July 4, 2025, President Donald Trump signed H.R. 1 (One Big Beautiful Bill Act) into law. Many of the financial aid provisions included in the law take effect beginning July 1, 2026.

Summary of Key Changes
Beginning with the 2026–2027 award year, federal changes include:
- Updates to Federal Pell Grant eligibility.
- Annual Federal Direct Loan proration based on enrollment level.
- New Parent PLUS Loan borrowing limits.
- Changes to federal student loan repayment options for certain borrowers.
Important: The law does not change the annual or aggregate Federal Direct Loan limits for undergraduate students.
What You Can Do

Review your repayment options. Before entering repayment, review the repayment plans available through the U.S. Department of Education and your federal loan servicer to determine which option best meets your financial needs.

Students are encouraged to review the Federal Student Aid website regularly and contact the Ventura College Financial Aid Office with any questions about how these changes may affect their financial aid eligibility.
