Proposal REVIEW, APPROVAL and SUBMISSION Policy

Pre-Approval of Idea:
Process: Talk to the relevant Dean and Department Chair. If they support moving forward with the project idea, contact the VC Institutional Grants Dept. early in the process for further discussion. We will advise you if the project idea is fundable and we can help with other assistance such as funding-source searches. The Grants office will email VP's for their approval to continue developing project ideas using relevant information and projected campus impact. If a funding source has match requirements, this is not necessarily a deterrent. Contact our office early in the process to discuss.

Partnership Grants: Process: Same as above (A.)
If you are asked to participate in another organization's grant proposal, it is important that you contact our office first before any further discussion. (Even if VC receives no funding from the partnership) Do this as early in the process as possible!
Do not sign anything!

General Support Letters:
Process: For a non-committal general letter of support involving someone else's grant proposal, it is OK to provide a general support letter. However, if you are asked to sign a "Letter of Commitment" where you promise to commit college resources such as staff time, equipment, classroom space, etc., then you are entering into a partnership in which case the process outlined in Item B (above) must be followed.

Final Proposal Submission:
Process: Contact the VC Institutional Grants Dept. and discuss with your Dean as early as possible. The Grants office can help with project design, narrative ideas, wording, editing, extensive analysis of funding requirements, and assist with budget development. We will develop the budget documentation required by the District and route the proposal package to all campus and District officials for signatures/approvals.
Note: Partnership proposals (both as lead and subgrantee) and projects developed by VC with or without partners all use the same process.
The District must receive all grant proposals at least one week prior to the mailing date. As a result of this District deadline, the VC Institutional Grants Dept. should receive completed proposals at least one week before submission to the district to ensure all procedures have been followed and the required approval signatures have been secured. The Grants office CANNOT forward a proposal to the District if the proposal has not been reviewed and approved at the college level.
Bottom Line: Talk to the Ventura College Institutional Grants Dept. EARLY!
