| Constitution Day Background |
| Thirty-nine of the 55 delegates to the Constitutional Convention signed the United States Constitution on September 17, 1787. In 2004, Senator Robert C. Byrd, a West Virginia Democrat and United States Senator proposed an amendment that was passed by both the House of Representatives and the Senate that mandates all educational institutions receiving federal funds provide educational programs on the history of the United States Constitution. |
