Standard Ten: Governance and Administration
The institution has a governing board responsible for the quality and integrity of the institution. The institution has an administrative staff of appropriate size to enable to institution to achieve its goals and is organized to provide appropriate administrative services. Governance structures and systems ensure appropriate roles for the board, administration, faculty, staff, and students, and facilitate effective communication among the institution’s constituencies.
Self-identified issues from the 1996 Evaluation Report, the 1998 Mid-Term Report, and 2002 Update Report are addressed on the following pages. A summary by theme was compiled and addressed as they relate to Standard Ten (S 10.1).
In addition, the 1996 Self-Study Report noted the need for a formally written policy that clearly delineated the role of all governance groups in the planning process.
Discussion Summary:
The Ventura County Community College District Board
of Trustees formally adopted a policy on shared governance as part of
the VCCCD’s Board
Policy Manual. The policy cites an eleven-point agreement defining the
role of students, classified staff and faculty as it relates to matters
of institutional governance.
Issue:
Note was made for the need of a regularly published
newsletter to faculty and staff, which highlighted issues, and activities
of the College.
Discussion Summary:
A monthly newsletter titled the President’s Report has been regularly
produced and distributed to all faculty and staff. The newsletter serves
to highlight specific college initiatives and provide an update of on-going
issues and a calendar of scheduled college activities (S 10.2). [A binder
containing all the President’s Reports from 1999 to date is contained
with the documents on Standard Two (S 2.4)].
Furthermore, during the 2002-2003 academic year a monthly news bulletin was developed to keep the college community apprised of the declining fiscal conditions facing the state, district and college (S 10.3).
Issue:
The 1998 and 2002 Accreditation Reports Self-Identified
Issues noted the need to enhance the consultation process between management,
faculty,
classified staff and students.
Discussion Summary:
The College has effectively responded to this issue
through a series of regularly scheduled weekly and monthly meetings between
the shared
governance bodies.
Administrative Council meetings are held weekly and represent all College division deans, vice presidents and the president of the Academic Senate. Semi-monthly scheduled meetings of the College President’s Cabinet include the College Vice Presidents, the Presidents of the Academic and Classified Senates, President of the Associated Student Body Government, College Public Information Officer, the Executive Director of the Ventura College Foundation, the President’s Executive Assistant and the College President.
The President’s Cabinet serves as the final shared governance recommending body to the College President. This body reviews all matters related to institutional planning and college operations.
Most recently home pages for the Academic Senate and the Classified
Senate, with links to their respective State Offices, and additional
information such as meeting dates, minutes, governing documents and committees
have also been added to the Ventura College Web site as a means of improving
collegial communication and providing their members with reference information.
Items to Consider for Next Report
· Evaluate institutional progress made on strategic
initiatives adopted from the shared governance strategic planning process
· Survey all institutional shared governance
bodies for perceptions of the effectiveness of shared governance
